Broughton Rd and $154 traffic tickets force traffic coming and going from the Hillcrest (Devil's Hill) neighbourhood to go up-and-down a 13 percent hill which is where the bus crashed. The Montreal fire department (SIM) recommended against the street closing based on safety concerns and Hillcrest residents specifically raised the question of school bus safety in snow storms at a meeting with Lachine officials and police in October 2009. "I called [Montreal West Mayor] Beny Masella to let him know what happened (the various incidents that were reported)," Lachine Mayor Claude Dauphin wrote to Hillcrest residents in an email dated February 9. "And I made sure he particularly understood that the school bus incident is likely to occur every time there is an important snowfall. He agreed to meet with his team and discuss the issue. We will also meet with [Lachine] public works team this week and see what can be done to improve vehicle circulation on the hill when it is snowing heavily."
