Lachine to MoWest: Assure access
By Joel Goldenberg The Suburban The borough of Lachine has issued a statement supporting its residents in the recent revival of the debate over Devil's Hill, the area of Des Érables where Lachine and Montreal West meet. Montreal West's right to erect a barrier in the area was upheld in two court cases with Lachine, though the city of Montreal. The barrier was erected because of complaints of numerous cars and speeders on Montreal West's quiet streets. Lachine residents who opposed the barrier felt it was a class issue. Lachine mayor Claude Dauphin and his council issued their statement Monday in response to a June 9 Suburban story in which it was announced that Montreal West would erect a permanent sidewalk to prevent drivers from the Lachine area from accessing Montreal West. Town residents in the area have complained in recent months that drivers were ignoring the prohibitions. Dauphin and his council said this week that several Lachine residents "have since expressed concerns at the possibility that Montreal West will soon close Broughton Road by the installation of a permanent sidewalk across the street. "Although Montreal West was favored in the Appeal Court decision issued on Nov. 12, 2009, it must make sure that emergency services are in agreement with any new installation or development in this area, in accordance with the resolution adopted by the Montreal West council on Sept. 30, 2009," the council statement says. "This resolution clearly states that the city council is committed to consulting emergency services if it plans to modify the existing layout of the junction between Broughton Road and Des Érables. This not only means that the new installation will have to allow for safe access of emergency vehicles but also that it must permit Lachine residents to evacuate safely through Broughton Road in an emergency situation." "We will continue to protect our citizens in this case," Dauphin himself said. "We believe this is a matter of safety and quality of life for all residents in this area of Lachine." The issue of approval from emergency services to enable access for emergency vehicles did come up at last month's Montreal West meeting. Masella told a resident that the town is in the process of getting that approval, and that from "what we've heard so far, they're going to go over any sidewalk they need to go over." Masella told The Suburban Monday that the town has spoken unofficially to emergency services officials. "After we get our plans, we will do so officially," the mayor said. "They're going to want to see a plan in which they can say 'yes, we're comfortable.'" Regarding the ability of Lachine residents to evacuate in case of an emergency, Masella said "absolutely." "The idea was this sidewalk will impede someone from going over it all the time, but when they need to evacuate, every car can go over a sidewalk," Masella explained. "That's one of the things we told the designers, if a car needs to get over it, a car can go over it." n
