Borough, EMSB clash over green space

School board wants to sell off land in NDG

By Dan Delmar The Suburban The Côte des Neiges-NDG borough council has publicly chastised the English Montreal School Board for expressing their desire to unload green space next to an NDG elementary school. The space in question is located on Terrebonne Ave. (at Madison Ave.), next to École Marc-Favreau. The school is operated by the Commission Scolaire de Montréal (CSDM) but the field is owned by the EMSB; the result of long and complicated court proceedings that ended in 2000. EMSB spokesperson Mike Cohen said the first step is to get permission from the Ministry of Education to sell the land. "There's been no 'for sale' sign put up," he said, "but the reality is the board is in need of money. We're seeking authorization. Once we get that, we'll cross the next bridge." PQ's Curzi calls 103 'a mess'

By Dan Delmar The Suburban Parti Québécois education critic Pierre Curzi, like many critics of the Charest government, is calling Bill 104 "a mess." "Bill 104 stopped what was a leak in Bill 101, and stopped it clearly," Curzi told this reporter. "But the Supreme Court told us...it was too much." The high court gave the Quebec government one year to tinker with 104 and address the desire for a group of plaintiffs, new Quebecers, to send their children to schools that feature instruction in the language of their choosing. The government's response was Bill 103, where immigrants wanting to send their children to English public school could do so, in theory, after first paying for English education in the private system and accumulating a certain amount of "points," allowing for the switch. Those parents may be in for an even rougher ride if the PQ is elected. Curzi said a separatist government would be even harsher: "It's very easy. You just have to apply Bill 101, article 73 (making English education accessible only for Quebec natives), and then you just fall on the same system that was existing before (in 1977), so there's no more leak in Bill 101 and we're peaceful and everything is going well."
