Hampstead removes restriction on STM

Two councillors disagree with going to court

By Joel Goldenberg The Suburban Hampstead council passed a resolution this month allowing buses to turn left on Ellerdale from northbound Queen Mary during the weekday afternoon rush hour, until a court case between the town and the STM transit authority is resolved. But the discussion also revealed a split on council over whether the court case should go ahead at all. The STM is seeking a declaratory judgment relating to Hampstead's call for a change in the 51 bus route. The change proposed would see the westbound 51 turn left from Queen Mary Road onto Stratford, right at Côte St. Luc Road and left at Fielding, thus bypassing the congested Ellerdale-Côte St. Luc Road intersection. Going the other way, the bus would turn right from Fielding onto eastbound Côte St. Luc Road, left at Stratford and right onto Queen Mary. Mayor William Steinberg warned late last year that if the change did not take place by Jan. 11, the town would make its own changes in the area, such as removing "the no-stopping zone on Queen Mary eastbound just east of the Queen Mary Road and Ellerdale intersection, and permit parking in the area; and [removing] the exclusion which allows buses to turn left at the Queen Mary and Ellerdale Road intersection [from 4 p.m. to 7 p.m.]." The ban on buses turning left at the intersection was put into effect after the Jan. 11 deadline, but council decided at the July meeting to reverse that. Councillor Michael Goldwax said he agreed with Feigenbaum. Steinberg said at a previous meeting that area residents have complained of the danger of having a speeding bus go around a blind curve, and said their children were in danger. "The change makes a lot of sense, and moves the bus closer to those who actually use it," the mayor said a few months ago. "It's a matter of safety." Feigenbaum told The Suburban that at a council meeting just after last November's election, "Mayor Steinberg presented us with his findings and his belief that the bus route would be just as safe, navigating the turn, and changing priority of the lights [at Côte St. Luc Road] would be no problem." But Feigenbaum added that the entire council then received a letter from Côte des Neiges/NDG councillor Marvin Rotrand, who is also vice-president of the STM, "explaining all the difficulties with the mayor's plan and highlighting the pedestrian danger it would cause. "I met with Mr. Rotrand, Hampstead traffic pundits, and I walked the route myself," Feigenbaum said. "Although I do agree that the plan will serve one block of Queen Mary and I do empathize with the noise and vibrations they experience, I believe that for the overall safety for our residents - including the many youths who use the bus service and functionality of the entire system - it should not be changed and we should drop our case."
