Fixing infrastructure is 'real business of Hampstead': Edery
By Joel Goldenberg The Suburban Hampstead's planned extensive infrastructure work "is the real business" of the town, as opposed to the rivalries that have punctuated every council meeting since last year's election, exasperated councillor Jack Edery said at last week's council meeting. Edery spoke in light of a recent $814,000 PRECO pipe renewal grant from the federal and provincial governments to fix the town's underground pipes. Hampstead has to provide matching funds of about $500,000, and a loan by-law was passed to cover the amount. Edery added that a $1.8 million federal excise tax grant for work from 2010 to 2013 also requires the town to provide matching funds of about $800,000. "The $500,000 we put in now for the PRECO grant will also count toward the $800,000 for the federal excise tax grant." But Edery reacted to last week's meeting being dominated by battles on council and in the audience by supporters of Mayor William Steinberg and most of council; and councillor Abe Gonshor over the town's Code of Ethics. "You can tell people that you're about to spend $2.6 million on rehabilitating the town, and nobody seems to care, it's a footnote," Edery said. "The fact of the matter is, we have to do real business here, and we have to fix this town. And the only way we're going to do that is if we work together. "Personal biases and personal fights and animosities are not going to get us anywhere," he added. "If everybody wants to concentrate on their own personal hatreds, that's fine, but we're not going to get anywhere." Edery also had advice for the media. "If you want to cover the story of people fighting with each other, that's great, but you might want to cover the story that we as a town are going over things that affect people on a daily basis - water main breaks. We're spending tremendous amounts of money" and the town is finding the matching funds "in as smart and efficient a way as possible." n
St. Laurent to benefit from new waste water retention ponds
By Joel Goldenberg The Suburban Two of four recently announced retention ponds to be built through federal, provincial and Montreal funding will directly benefit St. Laurent residents in countering sewer back-up, as residents were very much affected by flash floods in recent years, says borough mayor Alan DeSousa. The announcement of the project was made by DeSousa, who is also vice-president of the Montreal executive committee; Montreal Mayor Gérald Tremblay; Quebec Municipal Affairs Minister Laurent Lessard; Quebec Environment Minister Line Beauchamp; and federal Transport Minister John Baird. According to a joint announcement "the agreement between the governments of Canada, Quebec and the City of Montreal involves a subsidy of $99 million, to be allocated under the Fonds Chantier Canada- Québec, major projects component. The city, for its part, will invest $49 million." The announcement also says that plans call for the building of the Rockfield Pond in Lachine, William Pond in South-West borough, Leduc Pond in St. Laurent and Lavigne Pond in Ahuntsic-Cartierville. DeSousa said the latter two ponds "are of significant interest to the citizens of St. Laurent because they will help reduce over- flows in waterways caused by heavy rainfalls while at the same time help improve the functioning of the sewer system in areas serviced by these infrastructures." According to a borough statement, "In a context of climate change, St. Laurent has been affected, over the last few years, by severe rainfalls resulting in overflows that had an impact on many of the borough's citizens. Following four incidents in July and August 2009, which resulted in St. Laurent receiving close to 400 calls related to flooded or overflowing basements, council mandated Montreal's Water Management Department and St. Laurent's technical crews to draft an operational action plan aimed at finding solutions to the problem of overflows caused by heavy rains." DeSousa said the announcement of the retention ponds is an important step in achieving the action plan's goals. "Even though this initiative involves major work that will be undertaken over several years," he said, "the important thing is that funding for the project has already been confirmed."
