CSL passes $56.9 million budget, vows to fight glomer tab
By Joel Goldenberg The Suburban Côte St. Luc passed a budget totalling $56.9 million, up from $54 million last year ? and is vowing to fight the hike in what the city and other demerged municipalities pay to the island-wide agglomeration for such services as police, fire and public transit. ?The average resident, the resident who has an average property valuation ? which this year is $412,700, will have a tax increase of 4.9 percent,? Mayor Anthony Housefather told a budget meeting last week. ?The entire increase is attributable to only one thing, the increase in the apportionment bill that we received from the City of Montreal for agglomeration expenses. That has increased 11.2 percent from year to year. ?If you look only at Côte St. Luc, we?re only increasing local spending by 0.52 percent and our local tax rate would have gone down by 0.7 percent. If it was only the City of Côte St. Luc?s local budget with no agglomeration change, our taxes would have decreased for the average home. We made a very conscious effort this year, knowing that people are living on fixed incomes and can?t afford an increase ? we didn?t even increase our spending by the rate of inflation because of what Montreal alerted us they were going to do. ?We will fight, in every sense, this unfair increase by the City of Montreal ? we will fight it politically with all of the other reconstituted cities, and if that doesn?t work, we will fight it by other means to the extent we can.? ?The people in charge [in Montreal] know what the average rate of inflation is, and yet they chose a number more than five times that rate,? said councillor Allan Levine. ?I think it was irresponsible of them.? On the other hand, he praised the ?responsible council? of Côte St. Luc. The actual budget was presented by councillor Dida Berku. Some facts: ? The total budget ? local and agglomeration, increased 5.42 percent. ? For those with the average $412,700 property valuation, the combined (local, agglomeration) tax bill increased from $5,135 in 2009 to $5,385, a $250 hike. ?
