Rotrand relentless with new opposition councillor McQueen

By Dan Delmar The Suburban Newly elected in NDG, Peter McQueen is already getting chastised, procedurally speaking, by some of his colleagues on the Côte des Neiges-NDG council. During recent borough council meetings, Snowdon councillor Marvin Rotrand has been doing his best to enforce strict guidelines and disciplining McQueen for even the slightest misstep. At January?s meeting, the criticisms became so relentless that many citizens in attendance, and McQueen himself, began chuckling during the exchanges. Côte des Neiges-NDG Mayor Michael Applebaum, who also chairs the council meetings, told McQueen he was ?out of order? when the councillor asked for news on future funding for the Empress Cultural Centre project during a motion regarding another NDG cultural project; the new Benny Library. ?You?re not just stretching the rules,? Rotrand said in response to the query, ?you?re making them elastic.? Rotrand, not known for brevity during such meetings, interrupted McQueen in mid-sentence to outline a ?point of order? about the off-topic question. Allowing such deviations would open the door to chaos, he argued. ?If you allow someone to talk about an item that isn?t on the agenda under the pretext that it has a connection with culture, then the next time it?s going to be on another item,? said Rotrand, who believes he wasn?t being petty, ?and the meetings won?t necessarily focus on what the population is here for.? (near Cavendish) her father during the chastising, withdrew his question and apologized. ?I wasn?t being aggressive,? insisted Rotrand, when The Suburban asked if he was eager to silence McQueen, who is the only opposition councillor, representing Project Montreal. ?I just want to situate where Mr. McQueen is. I would like to work with him in collegiality.? Rotrand wasn?t as aggressive at last week?s council meeting, but friction between the two was still present, with McQueen giving the Snowdon councillor ?a lesson in demographics,? saying only Project Montreal could keep families in the city. Applebaum again derailed McQueen?s train of thought. Another source of some friction on council last month came when Rotrand asked McQueen if he would propose eliminating free street parking in the borough, similar to a plan proposed in Plateau Mont Royal, where Project Montreal controls the council. McQueen said every borough has different needs and that plan would not work for The Côte des Neiges-NDG borough plan to revitalize the light industrial sector at the northern tip of the Snowdon district is progressing. Another residential development plan was approved by the borough council last week; a condo development will be built on vacant land and at the corner of Jean Talon St. and Victoria Ave., next to an office supply superstore. McQueen told The Suburban that Rotrand was over the top at times and that some citizens left the meeting confused because of his procedural roadblocks. ?I don?t think we need to be bringing up Plateau business. I don?t know everything about what Project Montreal is doing in the Plateau,? McQueen said, admitting that Rotrand was right with his point-of-order technically. But the question of reopening the Empress went unanswered. ?Point and match to Marvin! But who cares? Our little rivalry is not what interests the citizens of NDG.? ? social and affordable housing in the development, there will be none at that site.
