Apart from the city?s recent decision to impose a 12.3 percent increase upon its ?Agglo? partners ? a tax hike which exceeds both the consumer price index as well as the normal inflation rate, Danyluk?s letter specifically condemns former Quebec minister Claude Ryan?s 1992 decision to withdraw all funding from the city?s public transport system which effectively forced the city?s taxpayers to cover the bill. Decades later, both the city and its transport system are still dealing with what has now become a perpetual working deficit ? a situation from which the city has never fully recovered. Danyluk?s letter also describes an entire decade?s worth of bad law inspired by partisan politics along with a long list of half-hearted measures which created a city government now defined by its home-grown corruption and its own brand of dysfunctional politics. Whereas Danyluk describes a number of the Charest government?s initiatives, including Bill 75 (2004), Bill 111 (2005) and Bill 22 (2006), as having ?failed to improve on any account the financial management or the democratic collaborative process of Montreal and the newly formed agglomeration,? she believes the entire mess is mainly due to then-PQ urban affairs minister Louise Harel?s infamous Bill 170. Ironically, while Harel?s municipal fusion bill was meant to ensure equitable services and provide major savings for the city?s operations budget, Harel is now the leader of the city?s municipal opposition where citizens are still forced to deal with uneven municipal services and a soaring municipal operations bill. Danyluk also condemns the Montreal Metropolitan Community?s lack of vision and its craven refusal to share suburban transportation costs while offisland residents continue to depend upon the city?s facilities for work and their own personal benefit. In a terse and final paragraph, the motion, as passed by all of the town?s councillors reads as follows: ?that the government of Quebec make a priority of its responsibility in defining the legal framework for its only metropolis? by supporting Montreal?s future economic, social and sustainable development ensuring its viability and continued existence in the 21st century.? ?
